Andrew is the CEO of Asia BioBusiness in Singapore. A resident of Singapore for 32 years, Andrew and his team conduct projects for clients from both the public and private sectors on policy analysis, technology transfer, open innovation and risk communication. He is also the Senior International Industry Advisor to Edinburgh Innovations, the commercialisation arm of The University of Edinburgh.

A Beginning Into Japan’s Traditional Arts
Ayumi was born into a traditional performing arts family. Her Grandmother was a traditional Japanese dancer and her uncle was a performer of a traditional Japanese puppet show. Ayumi herself has also always been familiar with Japanese traditional arts through her Shamisen (three-string instrument) lessons and traditional Japanese dance lessons. However, one day when she had the opportunity to visit the backstage of a show, she realized how much knowledge she lacked about the Japanese traditional arts. From that experience, Ayumi decided to study at Kyoritsu Women’s University, where she majored in dramatics and committed four years to study traditional arts performing, film study, and theatrics.

A Sudden Hearing Loss Led Her To Singapore
A sudden incident in 2013 led Ayumi to lose her hearing in the right ear. This blow made her realize she must follow her dreams in making a name for herself and lead a meaningful life. After quitting her office job in Japan, Ayumi arrived in Singapore in 2014 to support small, medium Japanese enterprises. Ayumi is currently in Tokyo to expand Japanese sake & otaku culture all over the world.

Singlish And Sake
Communication skills are one of the practical skills that a Sake Service Institute Official Lecturer must-have. Being naturally gifted in this area, Ayumi has mastered Singlish in a short span of two years living in Singapore and enjoys speaking Singlish to her customers, colleagues, and business partners. Mr Azmi Abdul Samad,  a certified PMC (Practicing Management Consultant) is the CEO & Principal Consultant of HalalHub Consultants Pte Ltd.

He founded the one-stop Halal consultancy firm in 2005, and ever since, HalalHub Consultants has become, masya Allah, one of the leading Islamic and Halal consultancy firms in this region. The development, news and contributions of HalalHub Consultants are constantly featured in the local physical and digital media.

Graduated from the Islamic University of Medina in 2002 where he obtained his BA in Syariah (Islamic Jurisprudence) and Masters in 2011 (Islamic Inter-Displinary), Mr Azmi or who is well known as Ustaz Azmi, is a well-respected and known Islamic scholar and Halal Consultant within the local Muslim community.

He previously served as one of the MENDAKI Board of Directors, a member of Pergas Highest Council Board, Naib Kadi and was also an associate member of MUIS’ Fatwa Committee (Highest Islamic religious body that issues Islamic decree in Singapore).

He worked with The Islamic Religious Council of Singapore (MUIS) as a Halal Consultant / Inspection Officer in 1992 – 1994.

Mr Azmi was awarded the Promising 500 SME Award by The Small Medium Business Association of Singapore and Top SME Achiever Award.

Azrulnizam is one of the youngest trade chamber leaders in Singapore, and in his role, oversees the conceptualisation and operationalisation of platforms, pathways and programmes that aim to enable businesses to thrive in the current environment. He also collaborates with stakeholders from the people, private and public sectors, seeking opportunities for partnership to further fulfil the underlying mission of the chamber.

Among the notable achievement in his 5 years at the helm of SMCCI include the rebooting of the Chamber’s flagship business growth programme Protégé Kita, as well as the launch of the SMCCI Digital Transformation Office, the first of its kind amongst trade chambers in Singapore. The Chamber also embarked on a comprehensive COVID-19 response programme, helping more than 1,200 businesses during the initial phase of the pandemic.

These highlights are complemented by the growth of membership to a record high, facilitating international expansion for a record number of businesses, as well as expansion of the chamber through the opening of a second physical office, and set- up of Chamber subsidiary, SEPL.

Ms Chong holds a Science degree in Chemistry from National University of Singapore, and an MBA from Leicester University, UK. She has over 20 years’ experience in the areas of quality assurance and food safety, well-versed in GMP, HACCP, ISO 9001 and ISO 22000, Organic Standards, 6 Sigma and Total Quality Management.
As a technical professional, she is currently the Technical Chair of food processing & distribution under Singapore food standard committee. She has been working with government authorities such as SFA and Enterprise Singapore in areas of Cold Chain Management Standards, Organic certification, FMCG standards and Food Safety Regulations. In 2017, she received the Merit award for Quality and Standards given by ESG, endorsing her contributions to the Singapore standards journey.
In her current position in FairPrice, she is responsible for the overall control of the food safety and quality assurance system as well as regulatory management for the Co-operatives. Due to keen interest in quality management systems and strong belief that a strong foundation in system will build a strong brand, she has helped Fairprice in developing the risk management framework and various control measures in fulfilling the vision of assuring food safety from source to store.

Ms Dewi Hartaty Suratty was appointed as CEO of Warees Halal Limited on 1 October 2017. She has more than 15 years of experience in the Halal industry and was involved in the ASEAN Working Group on Halal Food, MABIMS Special Technical Committee on Halal Development, Singapore Food Standards Committee and the Food Innovation & Resource Centre Advisory Panel. Ms Dewi holds a Masters of Business Administration (With Distinction) from University Hull UK and Bachelor’s Degree (Honours) in Food Science & Technology from the National University of Singapore.

At present, Ms Dewi also holds a concurrent appointment as Director (Asset Policy & Endowment) overseeing the development and management of community funds at the Islamic Religious Council of Singapore (Muis), a statutory board in-charge of Muslim affairs.

Diana Beetsma is currently the Head of Standards and Development, under Halal Development, Muis. The Standards & Development team supports the standards and policy aspect for the local Halal certification and the recognition of Foreign Halal Certification Body (FHCB).

Prior to joining the Halal Unit, Diana was in the Governance sector in Muis. She was responsible for internal audit, risk management and strengthening of controls for the organization. Diana was also key in ensuring the timely management and reporting of audit matters to the Audit Committee and the Muis Council. She also conducted briefings and workshops with different stakeholders within Muis to improve on the existing controls and promote good governance.

Diana has a bachelor’s degree in Accountancy from Singapore Management University (SMU) and started her career as an External Auditor in Deloitte. Her experience covered audit and accounting functions, with focus on companies in the shipping and education industry. She is also an accredited Chartered Accountant (CA) Singapore and is a Certified Internal Auditor (CIA) from Institute of Internal Auditors (IIA).

Mr. Edmund Lai

Mr Edmund Lai is the Head of Riau Investment Marketing at Gallant Venture (GV).
Mr Lai heads the investment promotion of GV’s industrial parks and resorts business. He is also responsible for developing new projects and building strategic partnerships with government agencies, trade associations and professional service providers.
During his time with GV, he developed strategies to engage with international manufacturers, offshore marine, aviation and agrifood companies to drive their investments into Batam and Bintan. In 2018, he pioneered the development of Bintan Halal Hub and agrifood businesses into the industrial parks.

Mr Lai brings with him close to 20 years of investment promotion and industrial development experience. Before his current role, he held various positions with Sembcorp Parks, focusing on investment promotion, planning and developing new industrial parks in Indonesia.
He graduated from the University of Canberra, Australia, with a Bachelor’s Degree in Business Marketing.

Emil is a Senior Consultant at Euromonitor International with a focus on Food and Nutrition. Based in Singapore, she has more than 8 years of experience in the industry. She also specialises in themes within consumption occasions, the future of the meal and provided insights on halal. Ms. Evelyn Ong

Evelyn Ong is the Centre Director of Food Innovation and Resources Centre (FIRC), Singapore Polytechnic. She oversees the operations of the centre, establishes ecosystem partnerships and works closely with her capable management team to chart strategic directions for the centre, with the mission to assist food companies to innovate, scale and grow.

With strong food science background and more than 16 years of experience in food industry, she has worked in food manufacturing and food ingredient companies in the area of R&D and quality assurance prior to joining FIRC. Her technical skills focus on food product development, consumer insight gathering, food safety management system, training and development. She continues to steer and build new capabilities within the centre, including platform solutions for alternative proteins, bakery and digitalisation of production operations to meet the growing demands of the industry. She is also interested in building next gen talents by creating platforms and opportunities for industry and multidisciplinary students to co-create solutions.

Externally, she is also an active member of the Technical Committee in Food Products under Singapore Food Standards Council and Singapore Institute of Food Science & Technology (SIFST).

Mr. Fazal Bahardeen

Chef Javed commenced his culinary journey at the ripe old age of 19 years right from the bottom of the ladder, and in 15 years, through sheer hard work and innovation, he has reached a level that few in his chosen field do.

His learning started in India where he was recognized for his efforts with the Gold Award for the Nestle Young star of the year. Chef Javed then worked and trained with a variety of noted chefs like Mr. Jiggs Kalra, Chef Milind Somani, Chef Vineet Bhatia and Chef Gurpreet Singh and worked his way through various restaurants like Rang Mahal and Song Of India before taking up his current
role at Punjab grill.

His 12 years in Singapore have probably made him the premier exponent of creating unique Indian dishes for the Singaporean palate. He is credited with introducing a variety of firsts to the Singapore market – including Singapore’s first Indian style champagne brunch, the first Ayurveda based menu and a variety of other themed menus. He has a unique grasp on Indian as well as International cuisines and his special skills lie in making Indian dishes with unique ingredients. His creation of the unique Tandoori Foie-Gras made it to I S Magazine’s list of 50 things to eat before you die. His constant thirst for learning and perfecting has helped him and Punjab Grill win a variety of awards and
accolades from a variety of sources like restaurant association of Singapore, Time Out, Wine&Dine Magazine, Wine and Cuisine Asia, Peak Magazine, Sphere Culinary Challenge to name just a few.

YiFan is Associate Director, Science & Regulatory Affairs of Food Industry Asia (FIA), where she leads FIA in providing science-based advocacy to promote regional / global regulatory harmonisation in platforms such as the Codex Alimentarius Commission (CAC) and Association of Southeast Asian Nations (ASEAN).YiFan also leads FIA’s initiatives in various food safety capacity building- programmes and technical trainings in partnership with national regulatory agencies and IGOs to help enhance the national food safety control systems and standards- setting activities in the region. Since 2021, YiFan has been acting as a co-convener together with the Singapore Food Agency (SFA) to develop a new Food E-Commerce Guideline for Singapore. In her spare time, YiFan teaches Food Legislation course as an Adjunct Lecturer at the Singapore Polytechnic. Prior to FIA, YiFan was working with a global regulatory consulting firm EAS Strategies as a Regulatory Affairs Advisor, where she provided regulatory expertise that helped clients enter the markets in Asia. She was previously also advisor of the International Alliance of Dietary / Food Supplement Associations (IADSA), where she played a key role in advancing the harmonisation of
standards, both regionally and globally. Prior to her career in regulatory affairs, YiFan had worked with a few food companies including Abbott Nutrition and McCormick, in the areas of product development and quality assurance. YiFan holds a Bachelor’s Degree in Applied Sciences majoring in Food Science & Technology (Honours) from the National University of Singapore.

Jocelyn Chng has over 30 years of experience in food manufacturing and food service industries. She began her career at one of her companies – Sin Hwa Dee, which under her leadership grew from a small local business into a global food brand of premix sauces sold in over 40 cities.
With product innovation and quality eating being Sin Hwa Dee’s focus, Chng Kee’s Chicken Rice Mix was the first ever of its kind in the retail market and is made with soy oil instead of chicken fat, making Chicken Rice enjoyable by consumers of varied dietary requirements or restrictions.

In 2001, after much research and development and with resilience, Jocelyn started and led JR Foods in pioneering a wide range of ready-to-eat meals which helps food services and businesses serve up quality meals through JR Central Kitchen services, while reducing costs, increasing revenues, and gaining productivity with less resources. Now, its customers include renowned restaurants, hotels, hospitals, nursing homes and many more.

In 2008, under her leadership, JR Foods created Chef-In-Box, the very first hot food vending machine in Singapore. Working to convince and educate stakeholders on the merits of the revolutionary concept was not easy but proved to be successful. Jocelyn, known to be a first-mover and industry innovator, kept innovating and brought the world its first ever fully-automated and unmanned full-suite vending machine cafe, the Chef-In-Box Vendcafé, which was launched in 2016 and garnered much international attention. Since the launch, more than a dozen Vendcafé outlets have opened across the country.

For her achievements through the decades, she has received numerous entrepreneurial, business and innovation awards, including EY Entrepreneurial Winning Women™ Asia-Pacific, 2018, Great Women of Our Time, 2017 (Finance & Commerce Sector), and NUS Eminent Alumni Award, 2016.

Dr. Kalpana Bhaskaran

Head, Centre for Applied Nutrition Services & Glycemic Index Research Unit, Temasek Polytechnic

Dr Kalpana Bhaskaran is currently the Head for the Centre of Applied Nutrition Services and the
Glycemic Index Research Unit at Temasek Polytechnic, Singapore. She championed the design,
planning and implementation of Singapore’s and the region’s first accredited Glycemic Index
Research Unit (GIRU). She has tested over 1000 foods for their glycemic index and has completed
many clinical trials in this area. She also oversees the Centre’s areas which encompass the Applied
Nutrition Research, Food Technology, and the Bistro Lab (a Learning Enterprise, which is a test bed for
healthier meals and baked items). She is the cluster co-chair for the Nutrition and Health-Tech Cluster,
which is an initiative to drive applied research at the institution level.

She was conferred the National Day commendation award for recognition of her work and its impact to
diabetes management and education in 2014. She was awarded the “Inaugural Teaching Excellence
Award” for outstanding lecturing in 2009, and the Most Inspirational Lecturer in 2020. In September
2017, her team was awarded the Innergy award by the Ministry of Education for their innovation efforts
in area of Glycemic Index. Recently the project led by her, Diabetes and Flu campaign, an initiative
done in collaboration with Diabetes Singapore and Sanofi won two Silver awards in two categories
under PR Awards Asia 2020. In 2022 she was conferred the “Exemplary Overcomer Award, which
recognises the spirit of risk-taking and perseverance in the pursuit of innovation and new opportunities
for growth.

Dr Kalpana has been appointed as an expert advisor to Ministry of Health (MOH) in relation to sugar
reduction from the sugar-sweetened beverages. She was invited to be a part of Ministry of Health’s (MOH)
citizen’s jury and working group on “Patient empowerment” which is one the initiatives by MOH to beat
diabetes. She is invited to sit on the Singapore Armed Forces Feeding and Institutional Catering advisory
panel, to offer her expertise in food and nutrition. She is invited to be on the Focus Group on “Proposed
New Standards on Nutrition and Food Service for Childcare Children and Student Care.” She is selected
as Skills Future Mentor by Enterprise Singapore to investigate the learning and development needs of

Mohd Khair’s involvement in the halal market started when he was running his business consultancy business in conjunction with EDB’s Local Enterprise Technical Assistance Scheme (LETAS) for SMEs from 1995 to 2005, working hand-in-hand with the Singapore Malay Chamber of Commerce and Industry (SMCCI). Among the 150 consultancy projects were those from Muslim-owned and halalcertified restaurants. In 2010 he started work on ecommerce platforms selling halal products online for Singapore and Malaysia markets.

Mohd Khair’s work on halal consultancy, training and education restarted in 2013. He a conducted a train-the-trainer programm on Muslim-friendly service for ANA’s (a Japanese airline” senior flight service trainers and consultants. He also helped CrescentRating in its Muslim-Friendly training and development areas. Under SuChi Halal Consultants, a division of SuChi Success Initiatives Pte Ltd, Mohd Khair and his team have also been engaged by food establishments in Singapore on halal consultancy for purposes of halal certification by the Islamic Religious Council of Singapore (MUIS). His halal consultancy work has now gone regional with projects in China, Indonesia and Korea. Mohd Khair is also the Chairman of Indonesia’s Masyarakat Ekonomi Syariah (MES) Singapore Chapter, a project under the Embassy of Indonesia (KBRI) in Singapore.

It was also in 2013 that Mohd Khair created the now-popular Facebook Group named as “Halal Café and Restaurants in Singapore” (HCRS) group which has since grown to become one of the largest of such groups in the Singapore (some say in the halal world) with about 185,000 members. Some halal advocates around the world have even given feedback that HCRS is the only halal group in the world with such focus and discipline on its mission. Mohd Khair has also created other halal groups on Facebook such as the “Halal Home-Based F&B”, “Global Halal Eateries Outside Singapore”, “Halal Food Supplements” and “Singapore Halal Advocacy” Together, these groups have amassed more than
300,000 members.

Through the halal groups, Mohd Khair has been able to reach out to the masses and raise their level of awareness of and education on halal matters. He has been engaging members of the group on halalmatters by deploying his expertise in training and education.

In 2019, before Covid-19, Mohd Khair represented Singapore in Taiwan’s international halal conference where he presented Singapore’s halal certification system and also overall halal market in Singapore. In the same year, Mohd Khair was the only invited overseas consultant to train hoteliers in Jakarta in preparing them to gain halal certification from Indonesia’s halal authority as part of preparations for an international halal event, first time to be held in the Indonesian capital. Among others, Mohd Khair shared Singapore’s experiences of restaurants and central kitchens at hotels in securing halal certification from MUIS.

In 2020, he and a group of halal practitioners and halal marketplace resource persons set up a platform for suppliers of halal ingredients to be matched with halal professionals in the HORECO (hotel, restaurant and catering organisations) industry. The platfrom is known as FAHIM which stands for Facilitating Access to Halal Ingredients and Materials. Fahim, in Arabic language means an educated and enlightened person, an expert or a scholar. And FAHIM as a sharing platform is meant to facilitate access to halal ingredients among industry players through education, training and events, among others. Overall, Mohd Khair has a network of halal practitioners in the local and regional halal market.

Nurul Hidayah Abubakar is presently Assistant Director of Halal Certification, a sub-unit under Halal Development, Muis that oversees local audits, inspections and enforcement.

Prior to joining Muis, Nurul worked with The Hershey Company as the Asia South Regulatory Affairs Manager and was responsible for the regulatory compliance of Hersheys’ products in ASEAN countries, Australia and New Zealand. She was also part of The Hershey Company Johor plant start-up team.

Nurul began her career with Abbott Manufacturing Singapore (AMS) as a Label Editor. With AMS, she had the opportunity to be one of the pioneers involved in the start-up of the company’s Tuas powder plant. Specifically, she set-up the Label Control team within the plant Quality group. She later moved to Abbott Nutrition Regulatory Affairs as a Regulatory Affairs Senior Specialist. In that role, she administered and maintained the global regulatory affairs quality systems, evaluated change requests for regulatory compliance and managed halal certification in Asia Pacific.

In 2012, he started his journey in the halal industry. He was the Director of Singapore-based My Outlets group of companies focusing exclusively on Halal food and beverages and consumer products.

With this track record, experience and network, Ronnie aspires to lead the global Halal industry. He has taken a structured approach to connect with leading Halal industry participants to forge a global seamless marketplace to reach out and serve the Halal community at all corners of our planet.

Dr. Saroja Dorairajoo

Distinguished Professor, Yunnan University 

Sessions: Concept of Halal in the current context

Dr. Dorairajoo is Distinguished Professor at the School of Ethnology and Sociology at Yunnan University in Kunming, China. She trained as a cultural anthropologist and has researched on issues of gender, violence, food, and environmentalism in Southeast Asia. She is a pioneering scholar on the use of religious values in creating environmentally sustainable production and consumption in Asia. Dr. Dorairajoo specifically studies Islam and has pioneered the concept of halal-tayyib-mubarakan as a way to illustrate Islam’s commitment to an ecologically conscientious way of life on earth. She has conducted research on the application of Islamic principles in sustainable and regenerative living in China and Thailand. Her work shows how religion is bringing about a new world order that will re-orient the current path of development, that has exacted a huge toll and humanity and its environments, to create viable and regenerative futures. In line with these interests, she co-founded ALIFF or the Asian Living Institute of Food Futures. She is continuing her interests with her research on health and the racialization of illnesses in Singapore. At the same time, her interest in health and well being has led to interests in traditional medicines of Asia, with specific focus on Chinese, Malay, and Indian traditional medical systems. A new future project (once borders reopen and tourism resumes) is to study TCM-fueled tourism to China by elderly Singaporeans. Dr. Dorairajoo has published in several journals and contributed chapters to volumes on food, gender and society in Asia.

Farouq is a graduate in Islamic Thought and Applied Ethics at Hamad Bin Khalifa University, Doha, Qatar. He has received a B.A degree in Comparative Religion and Usuluddin from the International Islamic University of Malaysia with honours. His area of interest involves issues concerning religion, human development and ethics.

Sharon is the Deputy Director of Food Manufacturing at Enterprise Singapore who specialises in Internationalisation and Regulatory matters. She is passionate about putting local players on the map and leverages her experience to help companies build strategic business development capabilities and channels, expand through mergers and acquisitions and work around regulatory hurdles.

Sharon graduated from Monash University in Australia with a Bachelor of Science(Psychology) and a Bachelor of Law. Before joining the public sector, she lived and worked in Australia, London, Bangladesh, Russia, Indonesia and Singapore with a career that spanned from Legal Aid, Foreign Trade Diplomacy, as well as Finance.

Dr. Siti Noorbaiyah Abdul Malek

Dr Siti Noorbaiyah Binti Abdul Malek is currently an Associate Professor in the Food,
Chemical, and Biotechnology Cluster at the Singapore Instittute of Technology.
She started her career as a lecturer at Institute Teknologi MARA (now UiTM) in Malaysia. After close to 20 years, she left the academic world to explore opportunities in the private sector, including relocation to Singapore to take up a post as Head of Regulatory Affairs at the regional industry assoication, the Food Industry Asia (FIA), to provide expert regulatory guidance and technical support to the FIA Members and its Standing Committees. Dr Siti also served a dual role as the Executive Director of the ASEAN Food and Beverage Alliance (AFBA), specifically working on harmonization of food standards in the ASEAN.
Dr Siti is an active member of the Malaysian Institute of Food Technology (MIFT). She has served in different roles, culminating as the President for the 2014/2016 term. She was awarded an MIFT Fellows in 2009 and currently serve as its Fellows Representative.
Dr Siti holds a Doctor of Philosophy degree in Food Science from Rutgers University, New Jersey, United States of America.

Stephanie joined Swiss Re Corporate Solutions in 2022 as Vice President, Senior Casualty Underwriter.
Based in Singapore, Stephanie is responsible for underwriting Casualty Singapore and facultative business in Southeast Asia. She has spent over 12 years in Casualty Underwriting, focusing both in the retail and wholesale market. Prior to joining Swiss Re Corporate Solutions, she was the Senior Casualty Manager at Berkshire Hathaway Specialty Insurance.
Stephanie holds a Bachelor of Arts , majoring in Economics, awarded by National University of Singapore.

Teresa manages the workstream on the harmonisation of food trade standards and trade facilitation, through the monitoring of regulatory developments and the facilitation of relevant research projects.

Verleen is the Chief Food Fighter and Co-founder at Alchemy Foodtech, a Singapore government-backed food science company. Passionate about food science and its impact on health outcomes, she co-founded Alchemy Foodtech to work on food innovation that “Empowers Healthier Meals” through everyday foods, to help improve the management and reduce the risk of chronic diseases like diabetes. Her work as CTO gave rise to the company’s patented flagship product, Alchemy FibreTM. Alchemy FibreTM has been tested and proven to work with all carb-based foods to confer health attributes, such as increasing fibre and lowering the glycemic index (GI) of foods without compromising on taste. Verleen is relentless in her research and is continuously working on new innovations that can make a positive impact on human health. Alchemy Foodtech has been recognised by several local and international organisations such as AgFunder AgriFood Tech Innovation Awards 2019, Emerging Enterprise 2019 (Top 3%) by OCBC & Business Times and Top 500 Foodtech companies by Forward Fooding 2019 and 2020.

Mr. Zalman Putra Ahmad Ali

His current portfolio focuses on development of Singapore’s Halal certification authority through:

  • development of Halal certification standards, policies, processes and systems;
  • regulation of local Halal certification;
  • recognition of foreign Halal certification bodies for imported Halal certified products;
  • stakeholder engagement and public education.

He has more than twenty years’ experience in the Muslim community sector where he was involved in pioneering efforts to set up new research and strategic policy units. He began his career in MUIS in 1998 in the Office of the Mufti. His past roles include developing Singapore’s madrasah and Islamic education sectors and future Islamic higher education institution, driving efforts to shape progressive religious thinking and conceptualising the interfaith agenda, strategic policy development on emerging issues like management of diversity, counter-extremism and exclusivism.

In 2006, he was awarded the Fulbright Scholarship to pursue an MA in Religious Studies at Hartford International University for Religion and Peace in Connecticut, USA. His area of research interest is on the role of religion in modern societies.
